Staring

Remember how dogs used to be hunters? Some habits are hard to die. 

Dogs may stare to observe their surroundings with attention, as they are very curious and vigilant animals. They may stare at something that catches their attention or that they perceive as a potential threat. 

Also, your dog may just be trying to communicate with you. They may be expecting you to make eye contact so they can ‘talk’ with other forms or maybe even take you and show you what they want.
